It is so low, that you can only feel the tingle under the right conditions. It is harmless because the current is extremely low. The tingling you are feeling is electrical. Using only two prongs rather than three makes the charger lighter and easier to roll up and carry, which is why I never carry the three prong plug with me, but if the tingle bothered me, I could use the three prong plug and eliminate it. This happens with other (non-Apple) metallic notebooks as well, which have non-grounded chargers (only two prongs rather than three).
